This essay presents a history of the international community’s response to trafficking with a particular interest in evaluating the current global antitrafficking public debate. It argues that a careful analysis of this history reveals a tension across States and within various international legal instruments that need to be addressed before legal anti-trafficking remedies can effectively ameliorate the problem.
