Throughout Russia, women and girls are brought from small towns to big cities with promises of employment and are then forced to work as prostitutes. The vast majority of these women will require assistance including acute medical and psychological intervention and counseling and testing for HIV/AIDS and other STD’s before they can be reintegrated back into their home communities. This requires the development of a network of safe houses in which they can undergo rehabilitation safely. An effective shelter requires a partnership between government and non-governmental organizations (NGOs). Work needs to begin immediately to create such a consortium as the State Duma recently passed legislation making trafficking a felony crime along with pimping, procurement and brothel ownership and has ratified the UN Convention against Transnational Crime. These changes will provide law enforcement with the tools it needs to begin prosecuting criminals and help in the rescue and release of victims.
