UNHCR’s observations will be confined to the following elements: Displacement as root cause for absence of parental care and resulting vulnerabilities/ protection risks; Entitlement to protection; UNHCR’s co-operation with the Committee on the Rights of the Child and other efforts related to the setting of standards and provision of practical guidance; Need for consistency of future guidelines with existing international human rights and refugee law and doctrine.
