Russia 15 months later, boy rejected by U.S. mother lives in orphanage

‘The Moscow Times’ reports that the seven-year-old boy, who was returned to Russia by his adoptive mum still lives in an orphanage, 15 months after his return. Red tape and worries about his psychological condition delay his adoption, despite willing adoptive parents in Russia. Apparently this is not a special case, adoption within Russia continues to be a slow and arduous process while many children are in orphanages.
