Bulgaria Adoption: a question of goodwill

‘The Sofia Echo’ reports that there have been a lot of changes in the field of international adoption of children in Bulgaria during the past 15 months. These changes resulted in an increase of the number of adoptions. In 2007, there have been 81 approvals from the Justice Minister for children’s adoption, compared to 169 in 2008. And the number of applications to adopt went from 283 in 2007, to 866 last year.
