Europe Adoption should only be agreed when in the child’s best interests

Human Rights Commissioner, Thomas Hammaberg issued his latest position paper on adoption-, in reference to the recently publicized case of Artyom, the Russian boy who was sent back from the US. He argues, that adoptions should only be done if it is in the child’s best interest, while there are other alternatives to it.
