‘The Moscow Times’ reports that an independent analyst said that the media indignation does not appear to be linked to an increase in sex crimes but rather a Kremlin attempt to gain support for a bill authorizing the voluntary chemical castration of convicted sex offenders. The bill is expected to be considered by the State Duma this fall.
