Europe Children should not be treated as criminals

‘eGov monitor’ published the article of Thomas Hammarberg, European Commissioner for Human Rights about the alarming European trend to lock up more children for offenses at an earlier age. He argues that lowering the age of criminal responsibility is a very bad solution and that young offenders should be treated as children first and foremost and should be protected. He further argues for the separation of “responsibility” and “criminalization” – not allowing children to become reckless but also avoiding their criminalization at an early age, leading to the reverse effect of making them int adult criminals.
