Bulgaria Exposing Europe's guilty secret: the incarcerated children of Bulgaria

In an opinion column published by the ‘Times’, charity fundraiser Rosa Monkton says she has been staggered by the total lack of humanity she found in some institutions for children she recently visited in Bulgaria. She says that while Romania has made huge progress in the reform of its children’s institutions, Bulgaria see little need for change and remains in denial.
