‘Express’ reports that up to 600 German children may be part of a controversial scheme that sends young offenders abroad into foster care. When child protection managers turned out to be unaware of this arrangement, the children were sent back. Some children who ended up in Portugal were left totally unmonitored by German officials, putting them at the risk of abuse.
