Russia No freeze on adoptions

‘The Moscow Times’ reports that Russian Education Minister refuted the statement of the Ministry of Foreign Affairs about the freeze on international adoptions. He said the freeze can only be instituted by a special State Duma bill or a presidential decree and such decisions have not been made.
