UK Release of secret child punishment manual ordered

The ‘Guardian’ reports about a secret prison service punishment manual used in privately run child jails. After a three-year debate the information commissioner said it should be made public. The manual includes techniques of using physical punishment, force and restraint that are quite alarming, yet the Youth Justice Board argued that the publication could undermine security in child prisons.
