M & G reports that Russian lawmakers are considering tougher penalties for child molesters, after 2,500 children were victims of violent crimes, often by paedophiles. President Medvedev said he would sign a chemical castration bill into law, but doctors and lawyers warn of possible abuse or simply of a health care system that is ill-equipped to implement it.
