Europe Save the Children claims most 'orphans' have living parent

‘Guardian’ reports that according to a research by Save the Children, 98% of children in state care in Central and Eastern Europe are not actually orphans but have at least one living parent. It is poverty rather than actual absence of parents that leads them into institutions. The report calls on governments to help families look after their children at home.
