Romania Scrounging law beggars belief

'Scotsman.com' publishes an article about different forms of begging. Unfortunately, the article focuses more on how beggars could be aggressive or dishonest. The journalist mentions several times the fact that beggars, especially from Eastern Europe, could be victims of exploitation by criminal gangs.
