Albania Tdh is looking for an international consultant to evaluate TACT Project phase III

TACT (Transnational Action Against Child Trafficking) is a multi-year and multi-donor project in Albania which has also generated a model of action of Terre des hommes in the fight against Child Trafficking in South East Europe. Deadline for application: 27 April 2009. Purpose of the evaluation: The consultant should provide Tdh with an independent assessment of the main challenges of programs against child trafficking and the relevance, appropriateness and results of the chosen approaches and activities of the TACT III project. He/she will evaluate the overall TACT III project phase and verify whether TACT III has achieved its objectives and evaluate the coherence and relevance of the project components. The consultant should as well provide general recommendations for the following TACT CPSN (Child Protection Safety Net) phase.

Implementation:

• Place of work: Albania and home-based
• Duration of contract: 18 working days
• Starting date: 25 May 09 (earliest) and 19 June as latest evaluation report submission date
• Schedule: 4 days (home-based): Desk review, drafting questionnaire, arranging field visits agenda and meetings
• 10 days (Albania): interviews with relevant stakeholders
• 4 days (home based): drafting and finalizing evaluation report
