Europe "UNCRC 20 years on: Implementation still not satisfactory"

The Council of Europe reports on its website that Commissioner Hammarberg, in his latest viewpoint stated that the implementation of the CRC "has been less effective than we anticipated, mainly because of the absence of a systematic, comprehensive approach to children’s rights as a political priority".
