“This category of children really needs an institutional multidimensional support, especially in the field of education, the creation of preconditions for keeping them away from bad habits which are mostly gained exactly at this age”, said MEST Permanent Secretary , Fehmi Ismaili

Comment: The article describes in general terms an initiative undertaken by the Kosovo governmental institutions together with Unicef and NGO partners in the field of juvenile justice. Even though not directly targeting the phenomenon of child trafficking within Kosovo, the effective implementation of this initiative will contribute to the overall improvement of child rights situation in Kosovo. On its side this will reduce the vulnerability of children to trafficking. The juvenile justice reform in Kosovo will also contribute in specific to the improvement of the status of the child in legal proceeding, which will be of benefit not only to any child accused of having violated the law, but also to child victims and witnesses of crime including trafficking.

Terre des hommes in Kosovo which is currently one of the NGO implementing partners in the project is seeking to combine its capacity building activities in anti trafficking and juvenile justice. Priority is given to empowerment of local structures and community by enhancing thereby the protective environment for children and its efficiency in preventing children from falling victims of trafficking or ending in a situation of conflict with the law.
