Austria Minor refugees as "second-class youth"

Comment: The article reports that the Green party in Austria proposes to increase the daily care rates for unaccompanied minors in Vienna to equal the general care rates for youth to end the discrimination of asylum seeking youth as compared to Austrians. Further on the article mentions that t*he daily rate has not changed since 2004 and it does not cover the actual costs anymore*. While the c*ity council* is not planning an increase, it will introduce a need-based rating system for traumatized refugees.

It seems that both service-providing NGOs and the city council are missing the point: while the rates may or may not be appropriate, the point of the Green party is to legislate the equal rights of foreign unaccompanied minors – and to reflect that in the financial allocations as well.
