This website is a product of the Regional Office of Terre des hommes, located in Budapest, Hungary as part of the programme implemented by Terre des hommes – Child Relief, based in Lausanne, Switzerland.

The double mandate of the Regional office in Budapest is to assist the work of the Tdh Delegations in Albania, Kosovo, Moldova and Romania and to enhance Tdh regional advocacy based on lessons learnt from the field. The final aim of the office is that children in situations of vulnerability access minimum standards of services at national and transnational levels. Priority is given to children coming from the four countries of intervention, who are vulnerable, due to their economic status, ethnic background, family situation, or other circumstances.

The Regional Office promotes services that ensure that the rights of children are respected, protected and fulfilled – and the best interests of the child prevail. Services should be available in the children’s countries of origin as well as in countries of transit and destination, i.e. through the whole path of the possible movement of the children.

The Regional office ensures that harmonized tools and methodologies are used by Delegations. The harmonization is meant to be a participatory process ensuring that tools and methodologies are adaptable to each national context without jeopardizing the uniformity of their implementation.

The Regional office also advocates towards national and regional policy makers to address the vulnerability of children – with a special emphasis on children on the move. While the advocacy at national level is the responsibility of the Delegation mainly, the Regional office provides continuous assistance in developing advocacy strategies and ad hoc assistance on specific topical issues. The Regional office’s contributes to developing advocacy strategies at regional level with a focus on the protection of children on the move.

From the four countries of intervention in Europe, Tdh has been implementing transnational actions for the better protection of children on the move since 2000, with focus on children at risk of exploitation and trafficking. This transnational work continues to be important for all four Delegations and the Regional office is expected to take an important role in the implementation, and advocacy aspects of these actions.

Given the nature of work of the Regional office, highlighting issues related to mobility in Europe, its work is done in collaboration with other European partners, and most importantly with the International Federation of Terre des hommes. The exchange on messages and information is mutual ensuring an effective advocacy on both ends.

History

Present in South-Eastern Europe since 1991, Terre des hommes implements today operations in four countries, Albania, Kosovo, Romania and Moldova. The Regional office in Budapest – originally called the “Regional Child Protection Project” (RCPP) was founded in 2005 to strengthen and rationalise the regional dimension of Tdh’s work: advanced advocacy based on field operations, and to better represent transnational issues such as migration and trafficking. At the end of the pilot phase (mid 2005-end 2006), in January 2007 Tdh decided to concentrate the efforts of the RCPP to contribute to the common goal: children in migration are better protected against exploitation. In 2010 RCPP was renamed the Regional Office, in parallel to its new strategy, putting the priority on the protection children on the move and the development and/or reinforcement of child protection systems.
