Terre des hommes and the implementing partners of the project GREAT are looking for an external evaluator of the project. Please see the detailed terms of reference below.
Background
GREAT is a project co-financed by the European Union’s EuropeAid program, “Non-State Actors and Local Authorities” program for development education and awareness raising. As a contractual obligation the project needs to be assessed by an external evaluator.
Purpose of the evaluation
Why: The evaluation of the project is a contractual obligation towards the EC.
The purpose of evaluation three-fold:
- Assessing the results, impact and quality of processes and outcomes to the project target audiences
- Drawing lessons learnt in order for the partners (and the EC) to improve on future projects (including project management components)
- Identifying possibilities of further action

Evaluation process and method
Timeline:
- Desk review: 1 day (Key documents)
- Interviews with partners and stakeholders: 5 days (at least 9 interviews with partners, 6 interviews with stakeholders (by phone))
- Evaluation workshop in Budapest November 15-17, 2 days
- First draft of the report: 2 days (intermediate report)
- Total 10 working days (2 weeks)
- Offer to be advertised before June 30th 2010
- Deadline for applications: September 1st 2010
- Deadline for the final report of the evaluation: December 15th 2010.
Overall evaluation approach:
Documents, interviews and group evaluation: After reading the basic documents of the project the evaluator is expected to make interviews with project partners as well as select interviews with stakeholders. The evaluator is also expected to animate a project evaluation workshop with the participation of all partners – based on the information gained in interviews and documents, as a way of validating the information gathered and provide feedback to all partners.

- Approval of intermediate products: Terre des hommes Foundation “Lausanne” in Hungary and Action Aid
- Approval of final report: Terre des hommes Foundation “Lausanne” in Hungary and Action Aid
Selection, products and costs
Profile:
- Senior level (at least 8 years experience in international cooperation),
- Knowledge of EuropeAid program for development education and awareness raising,
- Knowledge of New Member States development context,
- Experience in evaluation of complex projects / programs,
- Experience in project management (regional or multi-country project),
- Language: English is a must
Products to be delivered:
- Animation of evaluation workshop with project partners (1.5 days)
- Intermediate report
- Final report (30 pages maximum, without annexes, with a 3 pages executive summary)
All products are written in English.
Budget:
- Lumpsum of 5’000 Euro, all inclusive (travel, expenses, taxes)
- Total 10 working days (2 weeks)
- First payment by bank transfer: 10%
- Final payment (90%) by bank transfer at the reception of the products.
